The page suggests downloading and using an earlier version of Office 2019 for Mac as a workaround for the bricked updates. The FAQ for the Office 2019 Perpetual License section suggests that the digital certificate used to issue activation tickets will expire, causing the app to no longer be able to verify its license. While an updated certificate is included in versions 16.83 and higher, Office 2019 only goes up to version 16.78, which won't have that certificate, and never will because support has ended.

The introduction to the support article says this happens when support "is no longer continued" rather than "there is no valid license", which could mean Microsoft is planning on rolling out bricking more generally.
