This means that purchases you have made are going to be deleted in the UK/EU after 36 Months of inactivity + 6 month wait time after PlayStation sends a notification to the account Email. After the user takes no action, the account will be deleted.

As of now there is no official confirmation from PlayStation/Sony themselves, but it is assumed that this has to do with EU and UK GDPR / Privacy legislation.

Since the UK and EU GDPR rules - assuming that they are the cause of this - were written into law in 2016 it is possible, that the 2017 changes were made in response to that, and did not exist in this way before.
