Apple have stated they will comply with Bill 2420. So far there has been no statement from google.

While google has not made a statement for Bill2420 specifically, they have stated they do not approve of age verification in the past, but will reluctantly implement measures, stating "Everyone wants to protect kids and teens online, and make sure they engage with age-appropriate content, but how it’s done matters.
