Despite being called the Consumer Rights Wiki, we have surprisingly few pages on consumer rights laws... Let's change that!

The purpose of this project page is to organise the creation of articles about consumer-relevant laws from around the world. It's been started off with a few red links as well as the articles and countries we already have, but please do go ahead an add in more. Laws discussed by the wiki do not have to be explicitly consumer-rights focused, so things like laws focusing on how consumer products can be prepared (e.g. food standards laws) can be included.

There are two types of pages that we want to create here. The first are pages about existing laws that are in force, and the second are laws which are either current proposals, or past proposals that failed to become law and have since been dropped.
Guidance for page creation
The kinds of details which would be useful to have on a page about a law include (but are not limited to):
* The date the law was enacted
* The date from which enforcement began (if different from the enactment date)
* What the law aims to achieve
* A summary of the key provisions and requirements
* The debate and controversy surrounding its enactment
* Any notable amendments since the original enactment
* Retrospective assessments of how effective the law has been in practice (cited)
* Relevant enforcement bodies or agencies responsible for the law
* Notable enforcement actions or court cases related to the law

To help keep things sane for readers, any page about a proposed or failed law should include some term like 'draft' or 'proposed' in the page name to make it clear to readers that the law described within is not active.

At the moment, we do not have a specific page template or any metadata collection for pages about laws. The only real rules are that they need to follow all the standard wiki guidelines, as well as be included in the relevant category (e.g. laws of the United Kingdom) so that readers can find them. One of the big things here is that article writers should not attempt to interpret the laws themselves, and instead should rely on citations to back up any statements about what the laws mean in practice. If you find or create a format you really like and you think could be generally applicable to pages about laws, feel free to propose that it be made into the default.

If you spot any articles about laws already on the wiki but which haven't been included on this page, please add them in!

Halfords sells an Extended Tyre Warranty during mobile tyre fitting bookings, labelling it as a "Mobile Fitting" product in the checkout with no disclosure that it cannot be redeemed via the same mobile service. Halfords' own published terms state the warranty "may only be redeemed at fixed garages and autocentres", meaning customers with an irreparable puncture and an undrivable vehicle have no mobile redemption route despite having purchased the warranty in a mobile context.

Background
Halfords operates a mobile tyre fitting service under the Halfords Mobile Expert and Tyres on the Drive brands, dispatching technicians to a customer's home, workplace, or other location to fit tyres without the customer needing to attend a garage. Both online and during mobile appointments, customers are offered an Extended Tyre Warranty at £10.99 per tyre (as of March 2026) at the point of the sale, which is presented as an add-on to the mobile fitting order.

Halfords also operates over 600 fixed Autocentres across the UK under the Halfords, National Tyres, and McConechy's brands, which are operated as a separate service from the mobile fitting arm.

Warranty sold as mobile product, redeemable only at fixed garages
Halfords' published Extended Tyre Warranty terms contain the following restriction:

Despite this restriction, the warranty is actively sold through the mobile fitting checkout flow. A screenshot of the Halfords checkout captured in March 2026 shows the Extended Tyre Warranty listed as a "Mobile Fitting" line item, with no disclosure of the fixed-garage-only redemption restriction.

The practical consequence is most acute in the scenario the warranty is designed to cover: an irreparable puncture. A customer whose vehicle is undrivable due to a flat tyre, and who originally chose mobile fitting precisely because attending a garage was impractical. These customers cannot fulfill the fixed-garage redemption requirement without additional assistance such as a breakdown recovery service, which is a cost the warranty does not cover.

This practice raises concerns under the following provisions of the Consumer Rights Act 2015:

*Section 62 (unfair terms):
<blockquote>A term is unfair if it causes a significant imbalance in the parties' rights and obligations to the detriment of the consumer. The redemption restriction eliminates the practical value of the warranty for mobile fitting customers in the most foreseeable claim scenario.</blockquote>
*Section 64 (transparency and prominence):
<blockquote>Terms that operate to a consumer's disadvantage must be both transparent and prominent before the contract is entered into. The checkout presents no such disclosure.</blockquote>
*Section 50 (pre-contractual information forms part of the contract):
<blockquote>By presenting and labelling the warranty as a "Mobile Fitting" product, Halfords implicitly represents to the customer that it is redeemable in a mobile context. That representation forms part of the contract under the Act.</blockquote>
Halfords' own website contains a dedicated FAQ entry titled "Can I call out Halfords Mobile Expert to repair my puncture as part of the Extended Warranty?", which confirms that mobile services are not included in the warranty. The existence of this FAQ demonstrates that Halfords is aware this is a foreseeable and recurring source of consumer confusion. That this information is available elsewhere on the website but absent from the checkout at the point of sale is precisely the conduct addressed by Section 64 of the Consumer Rights Act 2015, which requires that terms operating to a consumer's detriment be both transparent and prominent before the contract is entered into. The presence of a FAQ addressing the question does not satisfy that requirement.

Halfords' response
On 18 March 2026, Halfords issued a written response to a formal consumer complaint stating that the tyre warranty "is only able to be used at a Halfords Auto Centre — not through our Motoring Experts" and confirming they "will not be honouring this." The response did not address the consumer's arguments under the Consumer Rights Act 2015, including the absence of disclosure at the point of mobile sale, nor the checkout screenshot showing the warranty labelled as a "Mobile Fitting" product. Halfords signposted the National Conciliation Service as their ADR provider and noted they are "not obliged to participate in ADR."

Following escalation via the NCS, Halfords issued a second response on 24 March 2026, this time from their Claims Executive. The response reiterated that the warranty is only redeemable at fixed garages, citing their published terms and a FAQ entry titled "Can I call out Halfords Mobile Expert to repair my puncture as part of the Extended Warranty." Halfords additionally claimed that the consumer's warranty on the replaced tyre was voided because it had been "replaced by a third party", despite the replacement having been carried out at a Halfords Group Autocentre. The response made no reference to Section 50, Section 62, or Section 64 of the Consumer Rights Act 2015, which had been explicitly raised in the complaint. The consumer had by this point been without their vehicle for twelve days and was required to arrange paid recovery (£70.00) to transport the vehicle to a Halfords Autocentre, as the warranty redemption condition could not otherwise be fulfilled.

Consumer response
Consumer review platforms reflect a broader pattern of complaints regarding Halfords' mobile fitting warranty and service fulfilment. Halfords holds a 1.7-star rating across 78 reviews on PissedConsumer, with 86% of reviewers stating they would not use Halfords again, and widespread complaints cited around warranty handling and poor complaint resolution.

Following a formal complaint in March 2026, the matter was escalated via the National Conciliation Service (NCS), Halfords' own designated ADR provider. The complaint was additionally referred to Trading Standards by Citizens Advice, who agreed with the consumer's position under the Consumer Rights Act 2015 and referred the matter to UK Trading Standard body. A letter before action has been submitted and the dispute remains ongoing as of March 2026.
Warranty terms
Halfords sells add-on warranties at the point of sale during mobile fitting
appointments. Published warranty terms contain restrictions that are not disclosed
to customers in the checkout, including a requirement that the Extended Tyre Warranty
can only be redeemed at fixed garages — not via the mobile service through which it
is sold. This has implications under the Consumer Rights Act 2015 regarding
unfair terms and the transparency and prominence requirements.
Halfords sells an Extended Tyre Warranty during mobile tyre fitting bookings, labelling
it as a "Mobile Fitting" product in the checkout with no disclosure that it cannot be
redeemed via the same mobile service. Halfords' own terms state the warranty may only
Background
Halfords operates a mobile tyre fitting service under the
Halfords Mobile Expert and Tyres on the Drive brands, dispatching technicians
to a customer's home, workplace, or other location to fit tyres without the customer
needing to attend a garage. At the point of sale — both online and during mobile
appointments — customers are offered an Extended Tyre Warranty at £10.99 per tyre
(as of March 2026), which is presented as an add-on to the mobile fitting order.

Halfords also operates over 600 fixed Autocentres across the UK under the Halfords,
National Tyres, and McConechy's brands, which are operated as a separate service from
the mobile fitting arm.

Warranty sold as mobile product, redeemable only at fixed garages
Halfords' published Extended Tyre Warranty terms contain the following restriction:

Despite this restriction, the warranty is actively sold through the mobile fitting
checkout flow. A screenshot of the Halfords checkout captured in March 2026 shows the
Extended Tyre Warranty listed as a "Mobile Fitting" line item, with no disclosure of the fixed-garage-only redemption restriction.

The practical consequence is most acute in the scenario the warranty is designed to
cover: an irreparable puncture. A customer whose vehicle is undrivable due to a flat
tyre, and who originally chose mobile fitting precisely because attending a garage
was impractical, cannot fulfil the fixed-garage redemption requirement without
additional assistance such as a breakdown recovery service — a cost the warranty does
not cover.

This practice raises concerns under the following provisions of the
Consumer Rights Act 2015:

*Section 62 (unfair terms):
A term is unfair if it causes a significant imbalance in the parties' rights and obligations to the detriment of the consumer. The redemption restriction eliminates the practical value of the warranty for mobile fitting customers in the most foreseeable claim scenario.
*Section 64 (transparency and prominence):
Terms that operate to a consumer's disadvantage must be both transparent and prominent before the contract is entered into. The checkout presents no such disclosure.
*Section 50 (pre-contractual information forms part of the contract):
By presenting and labelling the warranty as a "Mobile Fitting" product, Halfords
implicitly represents to the customer that it is redeemable in a mobile context.
That representation forms part of the contract under the Act.

On 18 March 2026, Halfords issued a written response to a formal consumer complaint
stating that the tyre warranty "is only able to be used at a Halfords Auto Centre —
not through our Motoring Experts" and confirming they "will not be honouring this."
The response did not address the consumer's arguments under the Consumer Rights Act
2015, including the absence of disclosure at the point of mobile sale, nor the
checkout screenshot showing the warranty labelled as a "Mobile Fitting" product.
Halfords signposted the National Conciliation Service as their ADR provider and
noted they are "not obliged to participate in ADR."

Following escalation via the NCS, Halfords issued a second response on 24 March 2026,
this time from their Claims Executive. The response reiterated that the warranty is
only redeemable at fixed garages, citing their published terms and a FAQ entry titled
"Can I call out Halfords Mobile Expert to repair my puncture as part of the Extended
Warranty." Halfords additionally claimed that the consumer's warranty on the replaced
tyre was voided because it had been "replaced by a third party" — despite the
replacement having been carried out at a Halfords Group Autocentre. The response made
no reference to Section 50, Section 62, or Section 64 of the Consumer Rights Act 2015,
which had been explicitly raised in the complaint. The consumer had by this point
been without their vehicle for twelve days and was required to arrange paid recovery
(£70.00) to transport the vehicle to a Halfords Autocentre, as the warranty
redemption condition could not otherwise be fulfilled.

Consumer response
Consumer review platforms reflect a broader pattern of complaints regarding Halfords'
mobile fitting warranty and service fulfilment. Halfords holds a 1.7-star rating across
78 reviews on PissedConsumer, with 86% of reviewers stating they would not use Halfords
again, and widespread complaints cited around warranty handling and poor complaint
resolution.

Following a formal complaint in March 2026, the matter was escalated via the National
Conciliation Service (NCS), Halfords' own designated ADR provider. The complaint was
additionally referred to Trading Standards by Citizens Advice, who agreed with the
consumer's position under the Consumer Rights Act 2015 and referred the matter to
UK Trading Standard body. A letter before action has been submitted and the dispute
remains ongoing as of March 2026.
to a customer's home, workplace, or other location to fit tyres without the customer
needing to attend a garage.

Halfords' response
As of March 2026, Halfords has not publicly acknowledged this issue or made any
changes to its checkout disclosure or warranty terms.

:Main article: Tyre warranty sold via mobile fitting, redeemable only at fixed garages

Halfords sells an Extended Tyre Warranty during mobile tyre fitting bookings, labelling
it as a "Mobile Fitting" product in the checkout with no disclosure that it cannot be
redeemed via the same mobile service. Halfords' own terms state the warranty may only
be redeemed at fixed garages and autocentres, leaving customers with an undrivable
vehicle and no mobile redemption route.
Background
Halfords operates a mobile tyre fitting service under the
Halfords Mobile Expert and Tyres on the Drive brands, dispatching technicians
to a customer's home, workplace, or other location to fit tyres without the customer
needing to attend a garage. At the point of sale — both online and during mobile
appointments — customers are offered an Extended Tyre Warranty at £14.67 per tyre

A screenshot of the Halfords checkout captured in March 2026 shows the
Extended Tyre Warranty listed as a "Mobile Fitting" line item, with no disclosure
visible to the customer that it cannot be redeemed via mobile.

The Halfords checkout (March 2026) showing the Extended Tyre Warranty listed under "Mobile Fitting" with no disclosure of the fixed-garage-only redemption restriction.

* Section 62 (unfair terms): A term is unfair if it causes a significant imbalance
in the parties' rights and obligations to the detriment of the consumer. The redemption
restriction eliminates the practical value of the warranty for mobile fitting customers
in the most foreseeable claim scenario.
* Section 64 (transparency and prominence): Terms that operate to a consumer's
disadvantage must be both transparent and prominent before the contract is entered
into. The checkout presents no such disclosure.
* Section 50 (pre-contractual information forms part of the contract): By
presenting and labelling the warranty as a "Mobile Fitting" product, Halfords
implicitly represents to the customer that it is redeemable in a mobile context.
That representation forms part of the contract under the Act.

Halfords' response
As of March 2026, Halfords has not publicly acknowledged this issue or made any
changes to its checkout disclosure or warranty terms.

Consumer response
Consumer review platforms reflect a broader pattern of complaints regarding Halfords'
mobile fitting warranty and service fulfilment. Halfords holds a 1.7-star rating across
78 reviews on PissedConsumer, with 86% of reviewers stating they would not use Halfords
resolution.
}}</ref> The Act establishes statutory rights for consumers purchasing goods, digital content,
and services, and introduces strengthened protections against unfair contract terms.

Key provisions
Part 1: Goods, digital content and services
Part 1 establishes that goods sold to consumers must be of satisfactory quality, fit for purpose,
and as described. Where goods do not meet these standards, consumers are entitled to a tiered
system of remedies: a full refund within 30 days of purchase, repair or replacement thereafter,
and a price reduction or final right to reject if repair or replacement fails.

The same Part covers services, requiring that they be performed with reasonable care and skill,
for a reasonable price if not agreed in advance, and within a reasonable time. Pre-contractual
information provided to a consumer — such as descriptions given at the point of sale — forms
part of the service contract and cannot be unilaterally changed by the trader.

Part 2: Unfair terms
Part 2 consolidates the law on unfair terms in consumer contracts, replacing the Unfair Contract
Terms Act 1977 and the Unfair Terms in Consumer Contracts Regulations 1999. A term is unfair if,
contrary to the requirement of good faith, it causes a significant imbalance in the parties'
rights and obligations to the detriment of the consumer. Unfair terms are not binding on the
consumer.

Critically, the Act introduces a prominence requirement: terms that relate to the main
subject matter of the contract or set the price must be both transparent (expressed in
plain, intelligible language) and prominent (brought to the consumer's attention in such
a way that an average consumer would be aware of them) in order to be enforceable.

Schedule 2 of the Act contains a non-exhaustive "grey list" of terms that may be regarded as
unfair, including terms that allow the trader to determine the characteristics of the subject
matter after the contract is concluded, and terms that impose disproportionate charges on
consumers who cancel.

Section 50: Pre-contractual information
Under Section 50, information provided to a consumer before a service contract is entered into
becomes a binding term of that contract. This means that representations made at the point of
sale — including descriptions of what a service or product covers — cannot be contradicted by
separate terms buried elsewhere. This provision has particular relevance where traders make
implicit representations through the way they present products or services in a checkout or
booking flow.

Consumer relevance
The CRA 2015 is the primary legislative tool available to UK consumers facing:

* Goods or services that do not match their description at point of sale
* Warranty or guarantee terms that are not disclosed prominently before purchase
* Contract terms that create a significant imbalance in favour of the trader
* Traders who attempt to rely on terms the consumer was not made aware of

Enforcement of the Act can be pursued by individual consumers through the courts or via
Alternative Dispute Resolution (ADR). Public enforcement powers rest with the Competition and
Markets Authority (CMA) and local Trading Standards services, who can take action against
traders for systemic breaches.
as a "Mobile Fitting" product in the checkout with no disclosure that it cannot be redeemed
redeemed at fixed garages and autocentres", meaning customers with an irreparable puncture
and an undrivable vehicle have no mobile redemption route despite having purchased the
warranty in a mobile context.

A screenshot of the Halfords checkout captured in March 2026 shows the
Extended Tyre Warranty listed as a "Mobile Fitting" line item, with no disclosure
visible to the customer that it cannot be redeemed via mobile.

The Halfords checkout (March 2026) showing the Extended Tyre Warranty listed under "Mobile Fitting" with no disclosure of the fixed-garage-only redemption restriction.

78 reviews on PissedConsumer, with 86% of reviewers stating they would not use Halfords
again, and widespread complaints cited around warranty handling and poor complaint
resolution.

A screenshot of the Halfords checkout captured in March 2026 shows the
Extended Tyre Warranty listed as a "Mobile Fitting" line item, with no disclosure
visible to the customer that it cannot be redeemed via mobile.

The Halfords checkout (March 2026) showing the Extended Tyre Warranty listed under "Mobile Fitting" with no disclosure of the fixed-garage-only redemption restriction.

78 reviews on PissedConsumer, with 86% of reviewers stating they would not use Halfords
redeemed via the same mobile service. Halfords' own terms state the warranty may only
be redeemed at fixed garages and autocentres, leaving customers with an undrivable
vehicle and no mobile redemption route.
