How the DMCA anti-circumvention actually law came about is a very interesting story, from Harvard Law School course on Copyright Law. (<nowiki>https://youtu.be/QVe6dCuJ4M0?t=6m44s</nowiki>)  In short: A former media industry lobbyist Bruce Lehman abused his position on the WPIO to insert a failed proposal to congress for DRM anti-circumvention, into a new international treaty. He then returned to congress and told them they must accept the clause to fulfill the obligations of that treaty.
