Seems like the social credits system (I may not have the name exactly right) in China might provide similar examples. I don't know if it is still operating, but it was mentioned a lot during more severe Covid times.
As I understand it there are several places where cash has become difficult to use. If you don't have the local electronic payment app, and compatible accounts, you are disadvantaged.
