::torn on this one. it's done in service of market control etc., but it certainly seems like a issue more adjacent to worker abuses or environmental damage  which are out-of-scope (and also it's being done in service of securing supply rather than securing demand). maybe could be mentioned off-hand as context for something else (e.g. demonstrating that they have capability/track record of working in that way), with a link to the relevant wikipedia page, but I don't think it makes sense to have a full page for it on the wiki.
