Cyberpunk 2077 now unplayable without new EULA consent

I purchased Cyberpunk 2077 years ago, but now the game won’t launch unless I accept a newly added EULA. Declining does nothing, effectively locking me out of content I paid for unless I agree to the updated terms. I tried requesting a refund through Steam, but it was denied due to their standard policy, and no further support was offered.

Background

Cyberpunk 2077, a videogame developed by CD Projekt Red, was released in December 2020 and has been available for purchase on platforms like Steam. Like most digital games, it is governed by an End User License Agreement (EULA), a legal contract that users must accept in order to play. Typically, the EULA is accepted at the time of purchase or first installation.

Incident

I purchased Cyberpunk 2077 a few years ago and decided to revisit it recently. To my surprise, the game had been automatically updated by Steam, and now I’m being forced to accept a new End User License Agreement to play the game.

My options are to accept, which allows me to play the game or decline, which does absolutely as if the game is frozen. Only the accept option works.

I bought the game years ago under different terms, and now I’m being locked out of content I paid for unless I comply with newly added legal conditions.

I tried requesting a refund through Steam, since I no longer agree to the terms of the updated license, but my request was declined twice. Steam’s refund policy offers no refunds after 14 days of the purchase date or 2 hours of playtime. Other than that, there was no other form of customer support from Steam regarding my issue.
