I believe google drive does the same thing with gmail/android, so this problem isn't restricted to Microsoft's onedrive service.  I've been getting nagged to increase my google drive storage for ages, even though I don't use google drive/gmail, and my phone keeps uploading pictures to google drive, even though I've disabled it.
