:I think these can just have a template or notice like the one found in Louis' informal article about [[Special event page:Forced installation of Flock cameras in Denver, Colorado|Flock cameras]] (I have no idea how to do a "nocat" in the visual editor):

Put this in help or CRW namespace?

I think these can just have a template or notice like the one found in Louis' informal article about Flock cameras (I have no idea how to do a "nocat" in the visual editor):
