Background
Until Stream Deck software version 6.4, the user could install any plugins without an account. Following the 6.4 update, the plugin installation process changed. Elgato provides instructions for that on their support site.

Elgato's response
They allow for plugin side-load. It's inconvenient and sometimes impossible to do. In order to do so, developer has to release plugin via different channel than marketplace, e.g. GitHub.
