USAA Bill Pay terms block access unless you agree

USAA is a banking, insurance, and other financial products company. February 26th, 2025, they introduced a new Terms and Conditions pop-up on both their mobile app and web page when you try to access the Bill Pay section. This popup specifically states that in order to continue using the Bill Pay feature to send payments to non-USAA recipients you MUST agree to the new Terms and Conditions. If you do not agree, you can only access the payments to USAA accounts. However, there is no way to close this screen or indicate that you disagree with the terms. The popup further stated that the new policy goes into effect on March 1st, 2025 a few days away.

- No option to close with popup without agreeing
- No way to access previous bills to cancel them or disable them
- They claim they have no way of canceling all your Bill Pays, and that it is a "self-service" feature that you must agree to the Terms and Conditions to use.
The only option I could figure out was to close out the account. The employee I spoke to on the phone stated closing the account would cancel all the Bill Pay's created for that account.
USAA has also switched to a AI chat and AI phone systems which make it very tedious to speak to a real person about the Bill Pay feature. There is no option to go directly to the personnel that handle support for the Bill Pay Feature. You must request to speak to someone about the Checking product, and they will tell you they cannot help and attempt to forward you to the "Web Page people".
